West African Regional Portal on the Rights of People with Disabilities

Various Federations of disability organizations in the sub-region contribute to the development and management of the portal under the supervision of FEMAPH and FETAPH:
- FEMAPH : Malian Federation of Associations of Persons with Disabilities;
- FETAPH : Togolese Federation of Associations of Persons with Disabilities;
- FEBAH : Burkina Federation of Associations for the Promotion of Persons with Disabilities;
- FNPH : Niger Federation of Persons with Disabilities;
- SLUDI : Sierra Leone Union of Disabilities Issues ;
- FSAPH : Senegalese Federation of Associations of Persons with Disabilities;
- FAPHB : Benin Federation of Associations of Persons with Disabilities;
- NUOD : National Union of Organizations of the Disabled;

The DECISIPH project is coordinated by Handicap International’s Social Inclusion and Rights (SIR) programme.

Based in Dakar (Senegal), this West African regional programme aims to strengthen the human rights and citizenship of people with disabilities in eight countries in West Africa: Benin, Burkina Faso, Liberia, Mali, Niger, Senegal, Sierra Leone, and Togo.

Its overall objective is to increase the individual and group response capacity of Disabled People’s Organisation (DPOs), their representativeness, their participation, their influence on national and local public policies and also on the strategies of development stakeholders in the areas of the promotion and implementation of disability rights.

The project launched in 2008 for a period of six years is implemented by Handicap International in partnership with:

- The Secretariat of the African Decade of Persons with Disabilities (SADPD);
- National Federations of Disabled People’s Organisations (DPOs)
- National and local DPOs
- Public institutions in charge of disability issues.

Its activities are structured around five main areas:

1) Availability and accessibility of reference data on disability for Disabled People’s Organisations and development partners, and their actual use;

2) Strengthening the organizational and intervention skills of disability organizations in terms of training public stakeholders to take account of disability;

3) Support for planning and carrying out advocacy and awareness activities at the national and local levels for the involvement of stakeholders;

4) Support for information exchange and the implementation of good practices at the international, sub-regional and national levels;

5) Support for the involvement of local stakeholders in an inclusive and collaborative local development process.

DECISIPH is co-financed by the French Development Agency (AFD) and the European Union. Other donors have participated in the co-financing: UNDESA and IRISH AID in Sierra Leone, and OSIWA and Light for the World in Burkina Faso.

The PROADIPH portal is developed with the support of the lnternational Organisation of Francophony.
