Employability of disabled people a strong commitment of the Malian State
In 2018, the Malian government adopted a social protection law that guarantees disabled people hiring to the civil service on an exceptional basis.
In Mali people with disabilities face a real job problem. That is why in 1997 FEMAPH undertook a plea that resulted in a verbal commitment by the Prime Minister through this commitment more than 300 people with disabilities were hired from the public service in exceptional basis from 1997 to 2012. Following multiple advocacy work led by FEMAPH, the Malian government ratified the Convention on the Rights of Persons with Disabilities in 2008 and adopted a law on the social protection of the disabled in 2018. This latter entitles people with disabilities to be hired at the public service on an exceptional basis. In addition, the General Statuts of the Civil Service in its article 9 says that persons with disabilities may benefit from a discriminatory employment measure.
Despite this strong commitment, the employment situation of people with disabilities remains a major challenge in Mali. For instance, nearly 500 disabled graduates remain unemployed due to the non practice of the decree Law 2018-027 of 12 June 2018 on the social protection of people with disabilities.
